If you are at the airport still, it's best to file a lost baggage claim with a flight attendant at the terminal. Just take your baggage claim ticket to the JetBlue rep and they will file a claim for you and they will deliver the baggage to you once they find it.
If it has been more than 4 hours or if you already left the airport, then you will need to contact the JetBlue terminal at the airport that you landed in. They will then be able to file a claim, and even look to see if your baggage has been turned into the lost luggage department.
